Pembangunan Pembangkit Listrik Tenaga Air (PLTA) di Papua merupakan salah satu langkah strategis Indonesia dalam mencapai target Net Zero Emission (NZE) di tahun 2060. Hal ini sejalan dengan komitmen pemerintah untuk meningkatkan bauran energi terbarukan dan mengurangi emisi gas rumah kaca. Pembangunan PLTA di Papua disebut potensial untuk mengembangkan energi hidrogen dan amonia.

Plt Direktur Jenderal Energi Baru Terbarukan dan Konservasi Energi (Dirjen EBTKE) Kementerian Energi dan Sumber Daya Mineral (ESDM), Jisman P Hutajulu, dalam agenda peresmian SPBU Hidrogen PLN Indonesia Power.
“Nah, kita kan Pak Dirut (PLN), kita kan ada di Papua, ini kita buka ya Bu, ini nanti ya, ada potensi PLTA yang cukup besar di sana dan demandnya belum ada dan Pak Menteri sudah memikirkan ke situ, segera dimanfaatkan dan salah satunya adalah untuk hidrogen dan amonia, dibuat studinya gitu ya,” ungkap Jisman di SPBU Hidrogen PLN Indonesia Power, Kebayoran Lama, Jakarta Selatan, Rabu (21/2/2024).
Salah satu tujuan pembangunan PLTA di papua adalah untuk memasok listrik salah satu perusahaan tambang di indonesia yaitu PT. Freeport yang berada di wilayah Kabupaten Mimika, Timika, Papua.
“Rencana pembangunan PLTA ini sedang dikaji pemerintah daerah Papua,” kata Kepala Dinas Energi dan Pertambangan Provinsi Papua, Jannes Johan Karubaba dalam acara Seminar Perencanaan Energi Daerah Antara Pemerintah Provinsi Papua dan Universitas Cenderawasih, di kantor Gubernur Papua, Dok II Kota Jayapura, Rabu (20/1).

Potensi Pembangunan PLTA di Papua
Guna selaraskan persepsi dan kesempurnaan perencanaan pembangunan, Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) melalui Direktorat Jenderal Pembiayaan Infrastruktur Pekerjaan Umum dan Perumahan gandeng Pemerintah Kabupaten Mimika menggelar konsultasi publik dengan masyarakat dan pihak terkait tentang rencana pembangunan bendungan di Distrik Tembagapura.
Adviser Tim Analisis Dampak Lingkungan (AMDAL) Universitas Gadjah Mada (UGM), Prof Djoko Legono mengatakan, progres pembangunan saat ini masih dalam tahapan visibility study atau studi kelayakan. Maka dari itu diperlukan konsultasi publik untuk mendengarkan saran dan masukan dari masyarakat.
Kata Prof Joko, pemerintah menilai potensi sumber daya alam di Mimika khususnya di sungai Otomona Barat, Opitawak, Distrik Tembagapura sangat besar dan mencukupi untuk pembangunan PLTA.
“Jadi, potensinya besar itu karena aliran cukup bagus, mengalir sepanjang tahun dengan debit sekurangnya 70 m3. Kemudian dari sisi medan sungainya mempunyai kemiringan yang cukup tinggi, dengan debit aliran sungai yang besar dan kemiringan yang tinggi, maka potensi energi PLTA sangat besar,” ucapnya.
Menurutnya, sangat disayangkan jika itu tidak dimanfaatkan. Diterangkan PLTA akan akan menghasilkan 220 megawatt dengan estimasi pertahun menghasilkam 1.200 megawatt energi listrik. Luasan bendungan itu 29 ribu m2 dan tinggi 36,6 meter.
Luas lahan yang dibutuhkan untuk proyek tersebut mencapai 77 hektar. Ia menambahkan pembangunan bendungan nantinya juga bisa dimanfaatkan untuk sumber air bersih dan pengendali banjir.

Menteri Pekerjaan Umum dan Perumahan Rakyat (PUPR) Basuki Hadimuljono mengungkapkan investor Jepang tertarik membangun bendungan sekaligus pembangkit listrik tenaga air (PLTA) di Papua, yang nantinya akan memasok listrik ke tambang PT Freeport Indonesia.
Basuki mengatakan sekarang ini lagi diproses oleh Direktorat Jenderal Pembiayaan Infrastruktur agar investor Jepang itu bisa melakukan investasi pada bendungan dan PLTA di Papua. “Investornya dari Jepang, dia sedang melakukan studi kelayakannya dan kami sudah memberikan persetujuan untuk studi kelayakan tersebut,” ujarnya di Jakarta, Rabu.
Dia berharap studi kelayakan tersebut dapat selesai pada tahun ini. Kementerian PUPR, kata Basuki, membuka peluang bagi investor yang ingin membangun infrastruktur sumber daya air berupa bendungan, namun biasanya mereka lebih tertarik untuk masuk yang ada PLTA-nya di bendungan tersebut. “Untuk PLTA, biasanya investor mencari daya yang lebih besar dari 75 MW,” katanya.
Berdasarkan data dari Ditjen Pembiayaan Infrastruktur, proyek pembangunan PLTA dan bendungan di Papua memiliki nilai investasi Rp18,59 triliun. Proyek tersebut dalam tahap penyiapan dan sedang dilakukan penyusunan studi kelayakan. PLTA yang diperkirakan dapat menghasilkan daya sebesar 639 MW, nantinya dapat menyuplai listrik untuk tambang Freeport.
Gencarnya penggunaan Energi Baru Terbarukan (EBT) di Indonesia merupakan langkah yang tepat dan strategis untuk mencapai net zero emission (NZE) di tahun 2060. Dengan pembangunan PLTA di Papua kita makin tahu Indonesia telah memberikan salah satu contoh nyata komitmen pemerintah dalam mewujudkan transisi energi yang ramah lingkungan dan berkelanjutan.
