Produktivitas Singapura ini berjalan guna mendukung komitmen pemerintah dan masyarakat terhadap misi agenda pembangunan berkelanjutan yang secara keseluruhan sudah dimulai sejak tahun 2005 melalui peluncuran program The Green Mark Scheme.

The Green Mark Scheme menjadi standar utama bagi semua perusahaan yang memanfaatkan bidang sektor konstruksi dan menjalankan kegiatan operasionalnya di Singapura agar senantiasa melibatkan pertimbangan kompleks dalam penggunaan energi untuk menunjang seluruh rangkaian aktivitas. Sampai dengan pertimbangan terhadap potensi dampak yang mungkin ditimbulkan oleh perusahaan-perusahaan bidang konstruksi tersebut terhadap spektrum ketahanan sumber daya air maupun kualitas udara dan lingkungan sekitar pada estimasi jangka panjang. Sehingga, tidak mengherankan jika negara dengan tingkat pendapatan nominal GDP sebesar 391,875 juta dollar USD berdasarkan laporan dari World Economic Outlook Database IMF per tahun 2019 ini, kerap mencuri atensi penduduk dunia.

The Green Mark Scheme tidak hanya berbasis pada daya tarik objek wisata yang dimilikinya, seperti S.E.A. Aquarium, Universal Studios, dan Gardens by the Bay. Tetapi juga dari segi inovasi program sekaligus komitmen terhadap regulasi kebijakan yang ditetapkan oleh negara tersebut.

Republik Singapura adalah negara kota yang memiliki populasi sebanyak 5.69 juta dengan luas daratan sebesar 728 km persegi pada tahun 2020. Dibandingkan dengan negara anggota lainnya yang turut berkontribusi terhadap persentase energy supply yang mendominasi ekonomi ASEAN sepanjang tahun 2017. Khususnya pada kategori energi konvensional (minyak bumi 38.2%, gas 23.2%, dan batu bara 22.3%) seperti Indonesia, Malaysia, Filipina, Thailand, serta Vietnam. Negara Singapura menjadi salah satu anggota ASEAN yang mengoptimalkan sumber daya selain energi konvensial sebagai media penunjang perekonomian negara, sekaligus pengembang instrument energi terbarukan.

Spesifiknya melalui sektor kemajuan di bidang pariwisata, keuangan, dan manufaktur. Bersamaan dengan negara Kamboja, Laos, dan Myanmar yang memanfaatkan aliran Sungai Mekong sebagai sumber utama bagi target pengembangan inovasi hydropower (pembangkit tenaga air).

Antusiasme Singapura dalam sektor lingkungan hidup serta pembangunan berkelanjutan yang menjadi inspirasi bagi banyak pengunjung negara tersebut, tidak hanya tercermin melalui realisasi program The Green Mark Scheme yang direpresentasikan lewat berbagai konstruksi bangunan di sana.

Melainkan juga dapat diidentifikasi melalui keseriusan pemerintah dalam mengimplementasi kebijakan denda bagi setiap individu dan kelompok yang memiliki andil dalam mengotori lingkungan. Seperti tindakan membuang sampah sembarangan.

Dilengkapi juga oleh penerapan program kerja manajemen e-waste di bawah inisiasi dan pemantauan NEA (National Environment Agency) guna mengendalikan limbah-limbah teknologi yang dihasilkan dari produk-produk teknologi canggih yang beredar luas di negara tersebut.

Singapura menjadi salah satu negara yang turut meratifikasi Perjanjian Paris (Paris Agreement) bersama dengan 174 negara anggota PBB lainnya. Dengan diwakili oleh Menteri Luar Negeri Singapura, Dr Vivian Balakrishnan, di tahun 2016. Hal ini kian memperkuat ambisi pemerintah untuk terus menekan laju emisi hingga sebesar 16% pada level business as usual.

Adapun business as usual merupakan sebuah kerangka kerja yang ditetapkan sebagai standar operasional perusahaan untuk pelaksanaan agenda sehari-hari. Sehingga secara substansi, kerangka kerja ini turut mengakomodir ketentuan mengenai hak dan kewajiban perusahaan maupun para pekerja. Beserta peraturan dan kebijakan perusahaan.

Tidak sampai di situ, pemerintah Singapura juga menargetkan penurunan pada emissions intensity (tingkat emisi polutan yang dipicu oleh intensitas kegiatan pada sektor-sektor industrial tertentu). Yakni sebesar 36% yang sudah mulai dijalankan sejak tahun 2005. Serta ditargetkan untuk mencapai persentase puncak di tahun 2030.

The Singapore Green Plan 2030 adalah sebuah target ambisius Singapura dalam menjalankan komitmen jangka panjang di bawah agenda misi pembangunan berkelanjutan PBB (the UN’s 2030 Sustainable Development Agenda) dan Paris Agreement. Adapun rancangan Green Plan ini memuat sejumlah target prioritas pencapaian. Berupa penanaman lebih dari 1 juta pohon, pengembangan serta distribusi energi surya hingga 4 kali lipat lebih banyak di tahun 2025, pengurangan kuantitas limbah yang dikirim ke tempat pembuangan akhir (TPA) hingga sebesar 30% pada tahun 2030.

Selain itu, terdapat pula target ambisi sebanyak 20%  jumlah sekolah di Singapura menjadi instansi yang bersifat netral karbon di tahun 2030. Kemudian seluruh mobil yang terdaftar mulai tahun 2030 diproyeksikan menjadi model transportasi yang sepenuhnya mengadaptasi jenis energi bersih. Atau secara otomatis sudah beralih dari jenis energi konvensional.
