Denpasar, 21 Februari 2024 – Sejak dideklarasikan pada Agustus 2023, Pemerintah Provinsi Bali menyusun dan melaksanakan strategi untuk mengejar target Bali menuju net zero emission (NZE) pada tahun 2045 serta mewujudkan Nusa Penida dengan 100 persen energi terbarukan pada 2030. Bersama dengan mitra non-pemerintah yang tergabung dalam Koalisi Bali Emisi Nol Bersih (Institute for Essential Services Reform (IESR), WRI Indonesia, New Energy Nexus Indonesia, dan CAST Foundation). Berbagai kegiatan telah dilakukan untuk mendukung Bali NZE 2045 hingga saat ini – termasuk penyusunan peta jalan Bali NZE 2045 dan kampanye publik Sustainable Energy Bali pada November 2023.
Dalam penyusunan peta jalan Bali NZE 2045, Institute for Essential Services Reform (IESR) melakukan analisis Nusa Penida 100% energi terbarukan 2030 yaitu menjadikan Nusa Penida sebagai pulau berbasis energi terbarukan. Terdapat tiga alasan pokok yang menyebabkan Nusa Penida dipilih sebagai pulau dengan 100 persen energi terbarukan yaitu karena ketersediaan potensi energi terbarukan yang melimpah, letak geografis yang terpisah dari Bali daratan, dan potensi ekonomi dari pengembangan pariwisata hijau (green tourism).
Fabby Tumiwa, Direktur Eksekutif IESR mengungkapkan peluang besar Nusa Penida untuk menjadi pulau percontohan berbasis energi terbarukan bahkan memasok kebutuhan energi di Pulau Bali. Tidak hanya itu, pemanfaatan energi terbarukan akan menjadikan magnet yang menarik lebih banyak pengunjung ke Nusa Penida dan berdampak pada peningkatan ekonomi daerah.
“Studi IESR untuk Nusa Penida, jika pembangkit energi terbarukan ditingkatkan maka biaya produksi tenaga listrik lebih murah dibandingkan menggunakan pembangkit listrik diesel. Konsumsi bahan bakar saat ini saja untuk Pembangkit Listrik Tenaga Diesel (PLTD) biaya produksi listriknya bisa mencapai Rp 4,5 ribu/kWh. Dengan 100 persen energi terbarukan, maka biaya produksi listriknya bisa turun 30-40 persen,” papar Fabby dalam Media Gathering “100 Persen Energi Terbarukan di Nusa Penida” yang diselenggarakan oleh IESR.
Lebih jauh, Fabby mengungkapkan kajian awal Nusa Penida dengan 100 persen energi terbarukan pada 2030 sedang dilakukan dan akan diluncurkan pada 6 Maret 2024 mendatang. Hal ini merupakan langkah awal untuk menguji konsep dan melakukan perencanaan sistem ketenagalistrikan. Untuk mewujudkan Nusa Penida 100% energi terbarukan 2030, tentunya diperlukan dukungan dari berbagai pihak – baik pemerintah di tingkat pusat dan daerah, mitra-mitra pembangunan dan non-pemerintah, pihak swasta, dan masyarakat.
Berdasarkan analisis IESR dan Center of Excellence Community Based Renewable Energy (CORE) Udayana, potensi energi terbarukan di Nusa Penida mencapai lebih dari 3.219 MW yang terdiri dari 3.200 MW PLTS ground-mounted, 11 MW PLTS atap, 8 MW biomassa, belum termasuk potensi energi angin, arus laut, dan biodiesel. Sementara, untuk mengatasi sifat variable renewable energy yang tersedia pada waktu-waktu tertentu dan dipengaruhi kondisi cuaca, Nusa Penida memiliki potensi penyimpanan daya hidro terpompa (PHES) hingga 22,7 MW. Selain itu, analisis ini juga memasukkan kebutuhan sistem penyimpanan energi dalam bentuk baterai (BESS).
Hasil pemodelan IESR menunjukkan untuk mencapai 100 persen energi terbarukan di Nusa Penida pada tahun 2030 sumber energi dominan yang menjadi tumpuan adalah PLTS, dikarenakan teknologi yang semakin murah dan sumber yang melimpah. Alvin Putra Sisdwinugraha, Analis Sistem Ketenagalistrikan dan Energi Terbarukan IESR, mengungkapkan bahwa sistem ketenagalistrikan Nusa Penida 100 persen energi terbarukan secara teknis memungkinkan dan mampu mencapai biaya pembangkitan yang lebih rendah dibandingkan dengan menggunakan pembangkit diesel.
Saat ini, peta jalan sedang dalam tahap finalisasi setelah mendapatkan masukan dari berbagai pemangku kepentingan (stakeholder). “Tahap pertama dalam mencapai 100% energi terbarukan di tahun 2030 adalah mencapai diesel daytime-off system, yang memaksimalkan pemanfaatan sistem PLTS dan BESS di siang hari,” jelas Alvin “Secara bersamaan perlu juga didorong untuk kajian lebih lanjut terkait sumber energi lainnya, seperti produksi biomassa, biodiesel, arus laut dan bayu. Sehingga potensi-potensi tersebut bisa dimanfaatkan untuk mencapai pengakhiran penggunaan diesel (diesel phase-out)di 2030.” ujar Alvin.
