Kebutuhan energi dari waktu ke waktu semakin meningkat karena perkembangan teknologi dan pertumbuhan penduduk. Salah satu bentuk energi yang paling masif digunakan oleh masyarakat Indonesia yaitu listrik. Listrik yang dikonsumsi oleh masyarakat sebagian besar diproduksi dari Pembangkit Listrik Tenaga Uap (PLTU) berbahan bakar batubara dan minyak bumi yang tergolong tidak terbarukan dan menghasilkan emisi yang cukup tinggi.

PLTA dikategorikan untuk pembangkitan listrik pada daya lebih dari 5.000 kW. Struktur PLTA diantaranya waduk (reservoir), bendungan (dam), gerbang kontrol, penstock, turbin air, generator, dan jaringan listrik pendukung lainnya.
Umumnya PLTA terhubung pada jaringan (on grid) untuk didistribusikan ke konsumen dengan kapasitas yang cukup besar. Salah satu PLTA di Indonesia yaitu PLTA Waduk Cirata, Jawa Barat, yang menjadi PLTA terbesar di Indonesia yang memiliki daya mencapai 1.008 MW dengan kemampuan energi listrik rata-rata 1,428 Giga Watt Hour (GWH) per tahun.

Besarnya potensi energi air di Indonesia belum dikelola secara maksimal. Berdasarkan laporan Ditjen Ketenagalistrikan Januari 2020 energi air di Indonesia yang telah dimanfaatkan hingga tahun 2019 sebesar 5.976,03 MW atau sekitar 6,4% dari total potensi yang ada.
Maka dari itu, masih terdapat tantangan yang Indonesia hadapi dalam mengelola energi air ini. Menurut Ketua Umum Asosiasi Pengembang Pembangkit Listrik Tenaga Mikro Hidro, Riza Husni mengatakan dengan besarnya potensi tenaga hidro tersebut, jumlah investor yang tertarik untuk mengembangkan potensi energi tersebut sangat besar, ini adalah momentum yang harus dimanfaatkan Indonesia.
Masalah dan tantangan lain yang dihadapi Indonesia dalam mengoptimalkan potensi tenaga air adalah operasional PLTA di setiap daerah. Meskipun dengan harga energi listrik yang murah dan cepat dioperasikan, operasional PLTA di tiap-tiap daerah sangat dipengaruhi oleh debit air serta status pencemaran sungai tersebut, keruh atau tidaknya air dan sebagainya.
Lebih lanjut, pemerintah pun akan terus akan melaksanakan komitmennya dalam mewujudkan energi terbarukan. Pemerintah dalam hal ini akan membantu mempermudah prosedur perijinan usaha penyediaan tenaga listrik PLTA, untuk mempercepat pemanfaatan air sebagai sumber energi. Pemerintah tentu mendorong melalui regulasinya untuk mempercepat pencapaian tingkat pemanfaatan energi aliran dan terjunan air (hidro) dalam bauran energi primer, mengingat energi air ini sangat potensial untuk dikembangkan di Indonesia.
