Pemerintah negara Jerman menyatakan dukungan dan komitmennya terhadap negara Indonesia dengan tujuan untuk perluasan Energi Baru Terbarukan (EBT), spesifiknya di Pulau Rote, Nusa Tenggara Timur (NTT). Di samping perluasan EBT, pemerintah Jerman juga mendukung perluasan jaringan listrik hingga kerangka regulasi untuk transisi energi yang adil.
Selain itu, pemerintah Indonesia, Jerman, dan Nepal juga melakukan kolaborasi guna menghadapi tantangan pembangunan, khususnya di bidang EBT. Kolaborasi tersebut bertujuan untuk berbagi praktik baik, saling belajar tentang kebijakan EBT antarnegara, serta inisiasi kerja sama antarnegara.
Seperti yang Sobat EBT Heroes ketahui, Indonesia merupakan salah satu negara yang memiliki hutan tropis yang luas, keanekaragaman hayati, serta memiliki sumber daya mineral yang melimpah. Namun, di saat yang sama, Indonesia juga berada dalam 10 negara penghasil gas rumah kaca terbesar di dunia. Oleh karena itu, dibutuhkan kerjasama antarnegara, utamanya di sektor EBT demi pembangunan yang berkelanjutan.
Langkah Jerman dalam Memperluas EBT
Pemerintah Jerman telah menerangkan bahwa kerja sama bilateral dengan Indonesia berfokus pada empat sektor, yakni sektor energi (khususnya EBT), kehutanan, ekonomi sirkular, dan mobilitas perkotaan.
Salah satu dukungan pemerintah Jerman untuk memperluas EBT di Indonesia adalah dengan diciptakannya proyek Photovoltaics (PV) Boat dan PV Agri. Dua proyek tersebut merupakan percontohan transisi energi dan ekonomi ramah lingkungan melalui dedieselisasi. Proyek tersebut juga merupakan hasil kerja sama antara Kementerian Federal Kerja Sama Ekonomi dan Pembangunan melalui German Agency for International Cooperation atau Badan Kerja Sama Internasional Jerman dengan Direktorat Jenderal Energi Baru, Terbarukan, dan Konservasi Energi Kementerian Energi dan Sumber Daya Mineral. Adanya dua proyek tersebut juga menunjukkan komitmen pemerintah Jerman untuk memastikan tidak ada warga, daerah, bahkan pulau terpencil sekali pun di Indonesia yang tertinggal.
Pada proyek PV Boat, pemerintah Jerman menyebut ada integrasi solusi inovatif bertenaga surya dalam transportasi laut bersama dengan sektor swasta. Hal tersebut mengakibatkan pihaknya berkontribusi terhadap perekonomian lokal dan konservasi lingkungan hingga usaha bagi masyarakat pulau demi peningkatan kualitas hidup.
Berbeda dengan proyek PV Agri yang masuk ke dalam konteks pertanian di Pulau Semau. Proyek ini telah menjawab tantangan tentang tenaga listrik cukup terbatas dan sumber daya air langka yang berdampak pada produktivitas pertanian di sekitar. Oleh karena itu, proyek PV Agri sangat berkontribusi kepada praktik pertanian di sekitar Pulau Semau yang berkelanjutan dan meningkatkan hasil panen.

Dukungan Nepal dalam Pengembangan EBT
Kementerian Sekretariat Negara (Kemensetneg) dan Kementerian Energi dan Sumber Daya Mineral (KemenESDM) bekerja sama dengan the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) melaksanakan program 1st Exchange of South-South and Triangular Cooperation on the Development of Renewable Energy with Nepal di Bali. Melalui kerangka Kerja Sama Selatan-Selatan dan Triangular (KSST), ketiga pemerintah yang terlibat berkolaborasi dalam menuntaskan tantangan pembangunan di bidang EBT.
Tujuan diadakannya program tersebut tidak jauh berbeda dengan Jerman, yakni bertujuan untuk berbagi praktik baik dan saling belajar tentang kebijakan energi khususnya di sektor EBT antara negara Indonesia dengan Nepal, serta menjadi langkah pertama dalam inisiasi kerjasama antarnegara. Direktur Kerja Sama Pembangunan Internasional Kementerian Luar Negeri, Tika Wihanasari, juga turut menyatakan harapan supaya Nepal dapat menjadi mitra Indonesia dalam kerjasama bidang energi di masa depan.
Selain itu, Direktur Jenderal Energi Baru Terbarukan dan Konservasi Energi (EBTKE) KemenESDM, Eniya Listiani Dewi, menekankan bahwa dengan adanya pemanfaatan EBT yang terintegrasi, ia dapat mengakselerasi penyediaan akses listrik ke daerah tertinggal, terdepan, dan terluar (3T) di Indonesia. Dengan demikian, negara berkembang seperti Indonesia dan Nepal akan mampu mengatasi isu pembangunan seperti daerah 3T.

Kerja Sama Selatan-Selatan dan Triangular (KSST)
Program KSST atau South-South and Triangular Cooperation on the Development of Renewable Energy merupakan bentuk kerjasama dan upaya dalam perluasan EBT Indonesia-Nepal-Jerman. Program yang dilaksanakan di Bali tersebut berdurasi selama 5 hari, dan dikemas dengan sesi klasikal dan sesi non-klasikal. Sesi klasikal memfasilitasi para peserta untuk dapat berdiskusi terkait regulasi dan implementasi kebijakan energi di Indonesia.
Selanjutnya, ada sesi non-klasikal yang mengedepankan pengalaman praktis dari kunjungan langsung ke lokasi utilisasi energi baru terbarukan, seperti Tempat Pengolahan Sampah Terpadu (TPST) Kertalangu Kesiman dan Pembangkit Listrik Tenaga Surya (PLTS) Kayubihi di Kabupaten Bangli. Metode tersebut juga diharapkan mampu memberikan peserta pengetahuan dan pemahaman yang menyeluruh tentang gambaran besar kebijakan EBT di Indonesia. Di samping itu, kerja sama Indonesia dengan Nepal diharapkan mampu mengembangkan EBT di kedua negara.
Dapat diambil kesimpulan, bahwa dalam kerjasama bilateral antara kedua negara tersebut, baik Indonesia-Jerman maupun Indonesia-Nepal Jerman, sangat berkomitmen untuk mendukung Indonesia menavigasi tantangan yang ada, khususnya dalam sektor energi bersih.
