Energi panas bumi merupakan salah satu dari tulang punggung suplai energi nasional di masa depan. Dengan potensi lebih dari 23,9 Gigawatt (GW), Indonesia tercatat sebagai salah satu negara terbesar di dunia.
Rencana Umum Energi Nasional (RUEN) pun menargetkan kapasitas terpasang PLTP mencapai 7.000 Megawatt (MW) pada 2025. Selain itu, pemerintah juga tetap berkomitmen untuk mencapai target 23 persen energi baru dan terbarukan (EBT) pada bauran energi tahun 2025.
Guna mengakselerasi pembangunan PLTP, menurut Menteri Energi dan Sumber Daya Mineral (ESDM) Arifin Tasrif, Pemerintah terus melakukan terobosan-terobosan inovasi dengan menyediakan berbagai kemudahan bagi kontraktor di sektor panas bumi. Kemudahan yang diberikan antara lain dengan penerbitan Undang-Undang Nomor 21 Tahun 2014 tentang Panas Bumi, di mana mengatur pembangunan PLTP dapat dilaksanakan di area hutan produksi, hutan lindung, dan hutan konservasi.
Menuju Era Energi Bersih dengan Pemanfaatan Panas Bumi
Energi panas bumi Indonesia sangat potensial dan menjanjikan untuk dikembangkan. Dengan potensi
cadangan terbesar kedua dunia, sangat disayangkan jika negara ini tidak mampu mengeksplorasi
industri panas bumi. Pemanfaatannya sebagai sumber tenaga listrik sampai saat ini masih terkendala
dengan skema bisnis eksisting.
Padahal, jika panas bumi mampu dielaborasi optimal maka akan berperan besar terhadap target capaian bauran energi nasional dan Net Zero Emission 2060 atau lebihcepat. Walaupun banyak masalah teknis dan ekonomis yang memperlambat pengembangan energi panas bumi di Indonesia, namun beberapa hal tersebut dapat dikendalikan dengan strong political will melalui berbagai kebijakan yang pro terhadap pengembangan energi panas bumi.
Di tengah krisis energi dan perubahan iklim, kebutuhan akan sumber energi bersih dan berkelanjutan semakin mendesak. Menawarkan solusi ideal untuk menjawab kebutuhan tersebut. Indonesia, negara kepulauan dengan cincin api, dikaruniai potensi daya yang berlimpah. Potensi ini ditaksir mencapai 28.898 Megawatt (MW), terbesar di dunia setelah Amerika Serikat. Kekayaan alam ini menjadi peluang emas bagi Indonesia untuk beralih ke energi bersih dan berkelanjutan di masa depan.
Hal ini menjadikannya solusi ideal untuk mengatasi perubahan iklim. Energi dari alam yang bersifat ramah terhadap lingkungan, tidak hanya dalam aspek produksi tetapi juga aspek penggunaan, sehingga dampaknya berperan positif pada setiap sumber daya.
Pada saat menjalankan proses pengembangan dan pembuatan, tenaga tersebut sepenuhnya bebas dari emisi. Tidak ada karbon yang digunakan untuk produksi, kemudian seluruh prosedur juga telah bebas dari sulfur yang umumnya telah dibuang dari proses lainnya yang dilakukan. Penggunaan energi ini memang tidak akan menimbulkan pencemaran terhadap lingkungan. Oleh karenanya efek dari pemanasan global yang disebabkan oleh emisi dari bahan-bahan minyak akan berkurang. Dalam penggunaannya sebagai PLTPB tidak akan dibutuhkan bahan bakar minyak yang bisa menyebabkan polusi udara.

Indonesia, dengan potensi terbesar kedua di dunia setelah Amerika Serikat, memiliki peluang besar untuk menjadi pemimpin dalam pemanfaatan energi ini. Menurut buku “Energi Panas Bumi: Potensi dan Tantangan di Indonesia” oleh Djatmiko Kasih, potensi Indonesia mencapai 23.750 Megawatt (MW), dengan 2.900 MW telah dimanfaatkan saat ini. Untuk mencapai target RUEN, diperlukan upaya signifikan untuk meningkatkan kapasitas terpasang PLTP di Indonesia.
Pemerintah mulai melakukan intervensi melalui program Government Drilling yang diharapkan
mampu meringankan risiko pada hulu pembangkit PLTPB. Pemerintah bekerja sama dengan PT
Sarana Multi Infrastruktur menggunakan dana bantuan dari World Bank. Selain itu, sektor ini
juga dapat dimanfaatkan secara langsung yang umumnya dilakukan untuk pengolahan di sektor
agrikultur, maupun pemanfaatan menjadi sarana rekreasi edukatif dan wisata permandian air panas.
Namun, political will pemerintah untuk mengembangkan industri yang masih lemah.
Faktor Pendorong Keberhasilan Alokasi Panas Bumi Indonesia
Jika dibandingkan dengan intervensi pemerintah terhadap pengembangan energi biodiesel, keseriusan
pemerintah terlihat dari penetapan Domestic Market Obligation (DMO) turunan kelapa sawit.
Kebijakan mandatori tersebut diberlakukan untuk terus menjaga keberlangsungan dan
pengembangan program B30.
Namun, jika pengembangan program dikembangkan menjadi B40 hingga B100, maka harga biodiesel akan meningkat hingga 3x (tiga kali) lipat lebih besar dari harga bensin atau diesel berbasis fosil (CNBC Indonesia, 2021). Sehingga, (seharusnya) produk tersebut tidak akan kompetitif di pasar. Oleh karenanya, pemerintah telah menyiapkan insentif atau subsidi biodiesel yang berasal dari iuran ekspor Crude Palm Oil.
Beberapa faktor kunci yang akan mendorong masa depan panas bumi di Indonesia:
1. Dukungan Pemerintah:
- Kebijakan dan regulasi yang mendukung, seperti insentif fiskal dan kemudahan perizinan.
- Peningkatan investasi pemerintah dalam penelitian dan pengembangan teknologi berkelanjutan
- Sosialisasi dan edukasi kepada masyarakat tentang manfaat yang akan didapatkan.
2. Inovasi Teknologi:
- Pengembangan teknologi pengeboran dan eksplorasi yang lebih efisien dan ekonomis.
- Peningkatan efisiensi dan kapasitas PLTP.
- Diversifikasi pemanfaatan sumber daya tersebut untuk berbagai keperluan, seperti pemanas ruangan, industri, dan agrikultur.
3. Kerjasama dan Kemitraan:
- Kerjasama antar pemerintah, swasta, dan akademisi dalam penelitian dan pengembangan panas bumi.
- Kemitraan dengan negara lain yang memiliki pengalaman dan teknologi maju dalam pemanfaatan panas bumi.
4. Peningkatan Kapasitas SDM:
- Pendidikan dan pelatihan tenaga ahli di bidang panas bumi.
- Pengembangan program sertifikasi untuk meningkatkan profesionalisme di industri yang menggunakan daya tersebut
Dengan mengoptimalkan faktor-faktor tersebut, Indonesia dapat mewujudkan masa depan energi bersih sebagai salah satu pilar utama. Hal ini akan membawa manfaat bagi ketahanan energi nasional, ekonomi, dan lingkungan.
