Peristiwa dan bencana iklim yang dikarenakan laju perubahan iklim yang ekstrem ini pun dialami oleh banyak negara di penjuru dunia ini. Melihat hal ini, perlu dilakukan upaya untuk mengurangi laju pemanasan global yang menyebabkan perubahan iklim. Salah satu instrument upaya tersebut adalah perdagangan karbon.

Sejarah Perdagangan Karbon

Jika melihat sejarah, Kyoto Protocol dan Paris Agreement merupakan sebuah acuan penting dalam melakukan langkah mitigasi dampak perubahan iklim saat ini. Perjanjian ini mencakup hampir seluruh mayoritas negara di dunia, yang terdiri dari negara maju dan negara berkembang. Seluruh negara tersebut melakukan perjanjian untuk berkomitmen mengurangi emisi dan bekerja sama untuk memitigasi dampak perubahan iklim.

Kyoto Protocol memiliki tujuan utama untuk menetapkan target pengurangan emisi sebesar 5% dari tingkat emisi pada tahun 1990. Sementara Paris Agreement bertujuan untuk mengurangi emisi gas rumah kaca global untuk membatasi kenaikan suhu rata-rata bumi hingga 2℃. Selain itu, Paris Agreement juga bertujuan untuk mencapai net-zero emissions. Artinya gas rumah kaca yang dihasilkan oleh aktivitas manusia sama jumlahnya dengan yang diserap oleh hutan dari atmosfer.

Meski keduanya memiliki tujuan yang hampir serupa, namun mekanisme yang digunakan sedikit berbeda. Dalam Pasal 12 Kyoto Protocol, mekanisme yang dilakukan adalah Clean Development Mechanism (CDM). CDM merupakan instrument kredit karbon pertama yang melibatkan negara Annex I dan negara Non-Annex I. Dalam penerapannya, CDM menggunakan prinsip offsetting. Maksud dari prinsip ini adalah menukar emisi yang dikeluarkan dengan upaya mencegah emisi atau menyerap emisi yang dihasilkan. Nantinya pihak pembeli akan mendapatkan kredit yang disebut Certified Emission Reduction (CER).

Sementara itu, ditetapkan dalam Pasal 6 Paris Agreement sebuah platform perdagangan karbon baru yang sentralistik dan dikenal sebagai Sustainable Development Mechanism (SDM). Ketentuan tersebut bertujuan untuk meningkatkan ambisi mitigasi perubahan iklim, pembangunan yang berkelanjutan dan integritas lingkungan.

Seperti yang temuat dalam Pasal 17 Kyoto Protocol dan Pasal 6 Paris Agreement, salah satu pendekatan penting dalma melakukan langkah mitigasi tersebut adalah mekanisme berbasis pasar, yaitu perdagangan emisi. Menilik fakta bahwa CO2 adalah emisi gas rumah kaca terbesar, perdagangan karbon menjadi diskursus pengurangan emisi yang paling sering dibicarakan.

Carbon Trading, Apakah Itu?

Carbon trading atau yang kerap dikenal dengan sebutan perdagangan karbon merupakan sebuah kegiatan jual beli sertifikat atau hak atas emisi gas rumah kaca. Sertifikat ini dapat berupa hak untuk melepaskan gas rumah kaca ataupun hak atas penurunan emisi gas rumah kaca. Carbon trading merupakan sebuah mekanisme yang telah disepakati dalam Kyoto Protocol dan Paris Agreement yang memberikan hak kepada suatu negara untuk memperjualbelikan karbon.

Dalam Kyoto Protocol telah ditetapkan enam jenis gas yang diperdagangkan dalam pasar karbon. Gas-gas ini merupakan jenis gas yang mempunyai potensi untuk menyebabkan pemanasan global. Enam jenis gas tersebut diantaranya melipu karbon dioksida (CO2),  metana (CH2), nitrat oksida (N2O), hidrofluorokarbon (HFCs), perfluorocarbons (PFCs), dan sulfur heksafluorida (SF6).

Dalam pelaksanaanya, perusahaan yang menggunakan bahan bakar penghasil emisi karbon diberikan batasan jumlah karbon yang dapat dihasilkan. Apabila produksi emisi karbon melebihi batasan yang telah ditentukan sebelumnya, maka perusahaan diperbolehkan untuk membeli hak emisi karbon yang dimiliki oleh perusahaan lain. Pada akhirnya, melalui carbon trading ini diharapkan dapat mengurangi total emisi karbon yang dilepas.

Perdagangan karbon lahir untuk menanggulangi permasalahan iklim yang ada di dunia, menyelamatkan manusia dan lingkungan. Selain itu perdagangan karbon juga dapat meningkatkan perekonomian negara. Di Indonesia sendiri, perdagangan karbon sudah dilakukan sejak tahun 2005 dengan mekanisme CDM. Berdasarkan data dari Kementerian Lingkungan Hukum dan Kehutanan tahun 2015, 37 dari 215 proyek CDM telah berhasil menurunkan emisi sebesar 10.097.175 ton CO2e, serta 329.483 ton CO2e dari perdangangan karbon bilateral dengan Jepang. Melalui proyek ini dihasilkan investasi sebesar US$150 juta atau sekitar Rp2,1 triliun.

Meningkatnya perekonomian negara melalui perdagangan karbon ini sejalan dengan manfaat lingkungan yang didapatkan. Dengan menerapkan perdagangan karbon, Indonesia berkesempatan untuk mengejar target penurunan emisi. Tak hanya itu, proyek perdagangan karbon bisa menjadi solusi deforestasi hutan dan dapat mendukung pelestarian hutan.

Perdagangan karbon dapat mengontrol laju penggunaan bahan bakar karbon oleh perusahaan. Sehingga dapat mengurangi polusi karena karbon yang dihasilkan oleh perusahaan dapat terukur. Kualitas udara yang meningkat turut membawa dampak positif bagi kesehatan manusia.

Manfaat tersebut meliputi meningkatnya kualitas udara, memberikan ketersediaan air bersih, meningkatkan kualitas tanah, transportasi, kebijakan fiscal, keseimbangan neraca pembayaran, dan peralihan teknologi.
