Limbah radioaktif dengan aktivitas sedang biasanya muncul saat proses pengolahan bahan nuklir dari bahan baku menjadi bahan siap pakai, serta dari bahan yang sudah tidak terpakai lagi yang terkontaminasi unsur radioaktif.

Sebagai contoh, limbah tingkat menengah ini bisa berupa air reaktor. Meskipun limbah nuklir dengan tingkat rendah dan menengah memiliki volume yang besar, hanya sekitar 8% yang mengandung kontaminasi radioaktif. Contoh limbah tingkat rendah meliputi pakaian, sepatu pelindung, kertas, dan plastik yang terkontaminasi.

Sementara itu, limbah dengan aktivitas tinggi berasal dari bahan bakar bekas reaktor, sumber radioaktif bekas, dan bahan atau peralatan yang terkontaminasi dengan tingkat aktivitas tinggi. Limbah tingkat tinggi sebagian besar terdiri dari bahan bakar bekas reaktor.

Beberapa negara memproses ulang bahan bakar bekas, yang menambah jenis limbah tingkat tinggi. Semua limbah tingkat tinggi dan bahan bakar bekas ini memiliki risiko radiologi yang tinggi dan memerlukan isolasi yang baik dari lingkungan untuk waktu yang lama.

Ketentuan Keselamatan Untuk Pengelolaan Limbah Radioaktif yang berdasarkan Surat Keputusan dari Kepala Badan Pengawas Tenaga Nuklir Nomor 03/Ka-BAPETEN/V-99 disebutkan bahwa terdapat dua sistem pengelolaan limbah radioaktif.

Pertama, Pembuangan limbah radioaktif yang dilaksanakan seluruhnya oleh para pemanfaat secara perorangan. Pengguna perorangan menyimpan limbahnya atau membuangnya sendiri menggunakan metode penguraian, penguburan, atau pembuangan.

Kedua, Pembuangan limbah radioaktif dilaksanakan secara kolektif oleh suatu instalasi pengolahan limbah. Pengguna mengirimkan limbah mereka (biasanya yang belum diolah) ke tempat pembuangan di fasilitas pengolahan limbah khusus, di mana limbah pengguna akan diolah, didekontaminasi, atau dipekatkan dan disimpan dengan lebih efisien.

Pengolahan Limbah Radioaktif Cair

Limbah radioaktif cair biasanya mengandung komponen radioaktif (larut dan tidak larut) dan non-radioaktif. Pemilihan metode pembuangan limbah radioaktif tergantung pada jenis dan bentuk radionuklida dalam limbah tersebut.

Proses pengolahan limbah radioaktif cair terdiri dari evaporasi, adsorpsi, pertukaran ion, dan perlakuan kimia (koagulasi dan flokulasi). Residu hasil pengolahan limbah radioaktif cair dipadatkan agar kandungannya tidak terlepas ke lingkungan.

Pengolahan Limbah Radioaktif Padat

Pengolahan limbah radioaktif padat dilakukan tergantung pada sifat limbahnya. Karakteristik limbah radioaktif padat dibedakan menjadi tiga jenis. Limbah radioaktif padat mudah dibakar, Limbah radioaktif padat tidak dapat dibakar, Limbah radioaktif padat tidak dapat dibakar dan dikompaksi.

Pengolahan limbah radioaktif padat diolah dengan cara insenerasi yaitu pembakaran pada temperatur 700 – 11000C, sehingga menghasilkan gas buang. Untuk dua lainnya menggunakan cara kompaksi dan imobilisasi.

Pengolahan Limbah Radioaktif Gas

Limbah radioaktif berbentuk gas dari pembangkit listrik tenaga nuklir biasanya berupa produk fisi (fission product), yang terbentuk dari reaksi fisi di dalam bahan bakar dan dapat keluar dari cangkang bahan bakar. Gas buang mengandung bahan radioaktif.

Pengolahan gas buang dilakukan dengan cara menyerap radionuklida menggunakan filter (filter karbon aktif atau filter HEPA). Filter radioaktif bekas diproses dengan hiperkompresi atau kompresi dua arah untuk memaksimalkan pengurangan volume. Di sisi lain, karbon aktif diolah dengan cara pembakaran dan abu yang dihasilkan difiksasi dengan semen.
