Memang betul, tapi kebersihan lingkungan tidak hanya tanggung jawab petugas kebersihan, melainkan tugas kita semua, terlebih lingkungan tempat kita tinggal.
Tidak sedikit juga orang dengan sangat mudah membuang sampah ke sungai, mungkin alasan mereka karena dengan membuang sampah kesungai, sampahnya dengan sekejap tidak terlihat lagi, ya, Sobat EBT Heroes? Padahal pada kenyataannya prilaku ini jika dibiarkan terus menerus akan menimbulkan resiko bencana alam yang melebar ke mana-mana.

Jika masyarakat terus melakukan tindakan membuang sampah sembarangan, maka akibatnya bisa hingga menimbulkan banjir. Hal ini disebabkan karena sampah anorganik sangat sulit diuraikan dalam air maupun oleh tanah, bahkan perlu ratusan tahun untuk menguarikan sampah anorganik di tanah. Sampah yang tidak bisa terurai oleh air juga akan menimbulkan penyumbatan yang bisa menyebabkan banjir.
Di Indonesia sendiri persoalan banjir yang disebabkan oleh sampah sangat sering sekali kita dengar, dan tidak terjadi di satu daerah saja, tetapi di berbagai daerah. Oleh sebab itu, ada beberapa pemerintah daerah yang mengeluarkan peraturan daerah mengenai masyarakat yang membuang sampah sembarangan loh, Sobat EBT Heros.
5 Daerah yang Menerapkan Sanksi Pidana
Permasalahan sampah di berbagai daerah di Indonesia yang kian meresahkan membuat pemerintah daerah tergerak untuk membuat aturan mengenai larangan membuang sampah sembarangan yang di masukkan ke dalam Peraturan Daerah (PERDA).
- Jawa Barat
Pemerintah Jawa Barat menetapkan aturan mengenai pengelolaan sampah dengan tujuan untuk meminimalisir bencana alam yang disebabkan oleh sampah. Sebagaimana peraturan ini dicantumkan ke dalam PERDA Provinsi Jawa Barat Nomor 12 Tahun 2010 tentang Pengelolaan Sampah di Jawa Barat.
Dalam aturan ini disebutkan bahwa setiap orang dilarang membuang sampah ke media lingkungan atau tidak pada tempatnya yang telah ditentukan dan/atau disediakan. Maka disebutkan setiap orang yang melanggar akan dikenakan pidana kurungan paling lama 3 bulan atau denda paling banyak Rp. 50.000.000.
2. Kabupaten Kulon Progo
Aturan mengenai sampah juga sudah dicantumkan ke dalam Perda Kabupaten Kulon Progo Nomor 1 Tahun 2013 Tentang Penyelenggaraan Pengelolaan Sampah Rumah Tangga dan Sampah Sejenis Sampah Rumah Tangga. di dalamnya tercantum aturan bahwa setiap orang dilarang membuang sampah tidak pada tempat yang telah ditentukan dan disediakan. Dan setiap orang yang melanggar akan mendapat ancaman kurungan paling lama 3 bulan atau denda paling banyak Rp. 15.000.000.

3. Kota Serang
Permasalahan sampah di Kota Serang juga dikatakan masih belum tertangani secara baik sampai saat ini. oleh sebabnya pemerintah daerah mengeluarkan Perda nomor 7 tahun 2021 tentang Pengelolaan Sampah.
Peraturan tersebut berisikan bahwa setiap orang yang dengan sengaja dan terbukti membuang sampah baik berupa barang, benda, cairan, ataupun bangkai ke saluran air, sungai, jalan, dan tanah lapang serta fasilitas umum akan dikenakan denda sebesar Rp. 100.000 sampah Rp. 500.000.
Selain itu juga disebutkan, jika membuang sampah dengan cara melempar di sembarang tempat maka akan dikenakan denda sebesar Rp. 300.000 hingga Rp. 700.000.
4. Kota Cimahi
Kepala dinas lingkungan hidup Kota Cimahi menyebutkan memulai tindakan represif, dan tidak ada lagi toleransi bagi masyarakat yang membuang sampah sembarangan. Yakni akan dikenakan sanksi denda maksimal Rp. 50.000.000 atau pidana maksimal 3 bulan penjara. Aturan ini berdasarkan Perda Kota Cimahi Nomor 6 tahun 2019 tentang penyelenggaraan Pengelolaan Sampah.
5. Kabupaten Aceh Barat
Pemerintah Kab Aceh Barat mulai memberlakukan denda bagi yang membuang sampah sembarangan sejak awal tahun 2023 sebesar Rp. 300.000. Peraturan ini diterapkan atas dasar hukum Peraturan Bupati Aceh Barat Nomor 4 Tahun 2017 tentang Restribusi Sampah.
Kemudian penerapan denda ini dilakukan dengan tujuan meminimalisir aksi buang sampah sembarangan, yang kemudian didukung dengan patroli rutin di sekitar lokasi yang sering dijadikan tempat membuang sampah sembarangan.
Berdasarkan pernyataan-pernyataan di sebelumnya, kita jadi tahu bahwa di Indonesia ini persoalan sampah masih menjadi masalah yang serius. Sehingga pemerintah daerah menerapkan denda yang terbilang cukup besar. Bagaimana Sobat EBT Heroes jadi makin tahu Indonesia, kan?
