Webinar Day 2 “Kesiapan Bali, Menuju Era Kendaraan Listrik”

Webinar Electric Vehicle Forum 2022 merupakan webinar yang dilaksanakan sebagai salah satu upaya meningkatkan edukasi terkait kendaraan listrik kepada masyarakat luas.

Webinar Electric Vehicle Forum 2022 day 2 dilaksanakan pada Selasa, 8 Februari  2022 dan dilaksanakan secara daring melalui platform Zoom Meeting serta Live Streaming Youtube  dan dihadiri oleh peserta dari berbagai kalangan dan instansi. Webinar Electric Vehicle Forum 2022 kali ini mengusung tema: “Kesiapan Bali, Menuju Era Kendaraan Listrik“. Pada webinar ini dipaparkan tiga materi yang berbeda dengan materi yang cukup informatif.

Sebagai gambaran saja, antusiasme peserta mengikuti webinar Electric Vehicle Forum 2022 day 2 sangat tinggi. Ini dibuktikan dengan jumlah peserta yg hadir di zoom meeting sebanyak 280 orang sedangkan penonton yang hadir melalui live streaming youtube sebanyak 943 viewer. 

Pada materi pertama yaitu materi dengan judul “Gesits”, dipaparkan oleh Ibu Hj. Sari Suryani, selaku CEO perusahaan motor listrik PT Gesits Bali Pratama. Ia menjelaskan PT. Gesits Bali Pratama merupakan authorized dealer motor listrik “GESITS” yang diproduksi oleh PT. Wika Industri Manufaktur (WIKA GROUP).

Terbentuknya Gesits dilatarbelakangi oleh konferensi UN Climate Change (COP26) at Glasgow bahwa ditemukan beberapa penyebab terjadinya pergantian iklim di dunia, salah satunya yang disebabkan oleh emisi dari kendaraan bermotor. Ini sangat sejalan dengan ke 3 jenjang peraturan pemerintah di Indonesia yaitu mengurangi emisi dari kendaraan berbahan bakar minyak.

Ibu Sari ketika menjadi pembicara, memaparkan bahwa Bali disiapkan sebagai Pilot Project Net Zero Emission, dimana program ini merupakan upaya dunia untuk menurunkan tingkat polusi karbondioksida di udara yang disebabkan berbagai aktivitas manusia. Salah satu sumber utama emisi itu adalah konsumsi energi yang disebabkan oleh rumah tangga, transportasi dan pariwisata. Lebih spesifik lagi sumber emisi itu adalah polusi CO2 yang berasal dari pembangkit listrik dan kendaraan. Untuk itu, salah satu skenario penurunan emisi menuju Bali bersih dengan nol emisi gas buang adalah dengan mengurangi polusi dari kedua sumber, pembangkit listrik dan kendaraan. Karena itu, Bali siap untuk dijadikan percontohan.

Sasaran dan tujuannya antara lain yaitu Docking Battery Swap diperuntukkan bagi konsumen pengguna motor listrik Gesits, tujuan penggunaannya untuk memudahkan pengguna motor Gesits melakukan pengisian baterai dan tidak ragu memilih kendaraan Gesits, dan juga sebagai bentuk dukungan langsung kepada pemerintah untuk mendorong masyarakat dalam penggunaan motor listrik khususnya motor listrik gesits.

Untuk materi kedua dipaparkan oleh Prof. Ida Ayu Dwi Giriantari selaku dosen Teknik Elektro Universitas Udayana dengan judul materi ‘Kesiapan Bali, Menuju Era Kendaraan Listrik’. Ibu Prof Dayu menjelaskan tujuan dari kegiatan sosialisasi ini adalah berusaha memperbanyak perkenalan mengenai kendaraan listrik, meningkatkan eksistensi komunitas-komunitas kendaraan listrik serta kepeloporan perangkat daerah menggunakan kendaraan listrik.

“Program PLN 2022 yakni 15 unit SPKLU,  32 Unit Ultra Fast Charging, 205 unit Home Charging, serta Battery Swap System tersedia di banyak titik,” ujarnya pada saat itu

Beliau juga menambahkan bahwa bidang energi terbarukan dan kendaraan listrik menjadi bidang yang menarik bagi anak muda. Perlu pengembangan kurikulum pembelajaran yang lebih adaptif dan fleksibel untuk bisa memasukan dari tingkat SMA/SMK dan Perguruan Tinggi. Pelatihan-pelatihan dan sertifikasi tenaga bengkel perlu ditingkatkan kapasitasnya.

Sebelum menutup materinya, Ibu Prof Dayu  mengatakan Bali berkomitmen untuk menerapkan percepatan penggunaan KLBB, dimana masih dibutuhkan banyak kegiatan sosialisasi untuk lebih mengenalkan KLBB ke masyarakat, kepeloporan dari pejabat dan tokoh masyarakat dibutuhkan lebih banyak, keterlibatan komunitas sangat dibutuhkan, serta menyiapkan sumber daya manusia (SDM).

Dan untuk materi ketiga yaitu Visi dan Strategi Provinsi Bali Untuk Mengembangkan Ekosistem Kendaraan Listrik (EV) oleh Bapak Kadek Mudarta selaku kepala bidang keterpaduan moda Dinas Perhubungan Bali. Ia mengatakan poin-poin latar belakang dari ‘arah keberlanjutan ekonomi dan pariwisata Bali’ antara lain:

  • Mewujudkan Nangun Sat Kerthi Loka Bali: Mewujudkan Pulau Bali yang bersih, asri dan harmonis melalui program pengembangan energi bersih dan transportasi rendah karbon
  • Mengembangkan Pariwisata Berkelanjutan: Implementasi kendaraan listrik dan energi bersih dapat mendukung pemulihan sektor pariwisata Bali sebagai penyumbang PDRB tertinggi (62%) bagi provinsi Bali.
  • Komitmen transisi menuju kendaraan listrik : Sebagai pelaksanaan Peraturan Gubernur No.48 Tahun 2019 tentang Penggunaan Kendaraan Listrik (EV), melalui penyusunan Rencana Aksi Daerah (RAD) KBLBB Bali.

Diketahui bahwa tingginya kepemilikan kendaraan bermotor di Bali, 87% nya adalah sepeda motor. Distribusi Stasiun Pengisian Listrik Umum (SPLU) dan Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) di Bali yaitu ada 109 lokasi SPLU/SPKLU di Bali, dengan total 165 unit. Mayoritas digunakan untuk PKL (76%), fasilitas umum (10%), industri kerajinan (1%), dan hanya 13% atau sekitar 14 titik yang digunakan untuk pengisian listrik.

Transisi ke KBLBB di Bali sangat berkontribusi bagi Indonesia dan Dunia, yaitu terhadap perubahan iklim, melalui peningkatan penetrasi EV pada tahun 2030 sehingga dapat mengurangi emisi karbon hingga 40 juta ton per tahun. Selanjutnya, manufaktur lokal dan rantai pasokan, elektrifikasi sektor transportasi jalan dapat meningkatkan PDB hingga Rp 500 triliun pada tahun 2030.1, serta komitmen EV Indonesia telah tertuang dalam Perpres No 55 Tahun 2019 tentang Pelaksanaan Percepatan EV, dan Permenperin No 27 Tahun 2020 yang berisi Roadmap Pengembangan Industri EV.

Ia menjelaskan tingkat emisi CO2 di Bali menurut sektor  tahun 2017 – 2018, yaitu sektor transportasi merupakan penyumbang kedua terbesar Emisi gas rumah kaca di Bali. Pengurangan signifikan emisi gas rumah kaca memerlukan langkah DEKARBONISASI sektor transportasi, salah satunya melalui elektrifikasi kendaraan.

Dalam sesi kali ini juga ditampilkan sebuah grafik batang yang menunjukkan bahwa sepeda motor dan mobil sewa masih menjadi prioritas untuk disewa wisatawan domestik maupun internasional.

Fasilitas pendukung yang paling diinginkan untuk sewa EV oleh wisatawan yang paling utama adalah lokasi charging location (SPLU/SPKLU), biaya sewa (Rental cost), tarif listrik (Electric cost), lokasi stasiun penukaran baterai (Battery swap location), sumber energi terbarukan (Renewable energy sources). Pertimbangan utama dalam menggunakan EV adalah lokasi pengisian dan/atau penukaran baterai dan efisiensi biaya sewa serta tarif listrik.

Hal ini menjadikan target utamanya yaitu Rencana Aksi Kendaraan Listrik Bali untuk setiap tahunnya adalah meningkat secara spesifik. Untuk mencapai target utama Rencana Aksi Daerah (RAD) KBLBB Bali sebagai Panduan dan Arahan untuk Percepatan Ekosistem KBLBB Bali melakukan sebuah strategi yang disebut sebagai Lima Pilar Strategi. Adapun Lima Pilar Strategi antara lain:

  • Pilar 1: Manajemen dan Penelitian

Kebijakan, zonasi, model bisnis dan pendanaan, monitoring, penelitian, piloting

  • Pilar 2: Infrastruktur

Infrastruktur pengisian dan penukaran baterai

  • Pilar 3: Industri dan Baterai

Penyediaan kendaraan EV dan Baterai

  • Pilar 4: Sumber Daya Manusia

Pengembangan SDM mendukung program EV

  • Pilar 5: Pemasaran dan Komunikasi

Edukasi dan sosialisasi tentang EV

“Bali Memiliki visi yang selaras dengan konsep KTT G-20, yaitu Visi Provinsi Bali “Nangun Sat Kerthi Loka Bali” akan dicapai antara lain dengan mengimplementasikan pembangunan rendah karbon: Program Energi Bersih dan Program Transportasi Rendah Karbon. Pemulihan dari pandemic COVID-19 dalam sektor pariwisata bisa menjadi momentum yang baik untuk mengimplementasikan Program Energi Bersih dan Kendaraan Listrik.” Ujar Kadek dalam webinar itu.

“Showcase Transportasi Ramah Lingkungan pada Penyelenggaraan KTT G20 antara lain: Pengadaan bus listrik ukuran sedang, Layanan koneksi bandara dan shuttle bus berbasis kendaraan listrik (EV), Kendaraan listrik untuk kepala negara, ibu negara dan delegasi, Motor listrik, Stasiun pengisian (Charging Station), dan Halte bus yang dilengkapi pengisian baterai EV” tutupnya.
