Kabar baik bagi seluruh masyarakat Indonesia. Deputi I KSP bidang Infraksturktur, Energi, dan Invetasi, Febry Calvin Tetelepta memberi dukungan penuh pembangunan Pembangkit Listrik Tenaga Arus Laut (PLTAL) di Kabupaten Flores Timur, Nusa Tenggara Timur (NTT).

Febry, menyatakan dukungannya dalam pertemuan bersama Kementerian PUPR, Kementerian ESDM, Direktur Utama PT. Tidal Bridge Indonesia, PLN, dan Pemerintah Provinsi Nusa Tenggara Timur di Ruang Rapat Utama Gedung Bina Graha Kantor Staf Presiden, Jalan Majapahit, Gambir – Jakarta Pusat pada hari Selasa, tanggal 26 Maret 2024.

Dalam pertemuan ini, berbagai pihak membicarakan proyek pembangunan PLTAL yang sudah lebih dari 8 tahun belum direalisasikan sejak tahun 2016 di Larantuka, serta usulan pembangunan jembatan penghubung di Selat Larantuka yang dikenal sebagai Jembatan Pancasila Palmerah untuk mendukung proyek PLTAL tersebut. 

“PLTAL Larantuka ini sudah pernah masuk di RUPTL Rencana Usaha Penyediaan Tenaga Listrik 2019-2028. Namun sempat dikeluarkan dari RUPTL 2021-2030 karena PS dari Tidal Bridge belum memenuhi kelayakan keekonomian dari PLN. Namun proyek ini juga dalam kerangka kerja sama di bidang energi antara pemerintah Indonesia dan pemerintah Belanda, sehingga dalam RUPTL 2024-2033 pembangkit listrik tenaga arus laut kembali dimasukkan,” ujar Febry Calvin yang dilansir dari laman KoranNTT.com

Sudah di Rencanakan Sejak Lama

Menteri Energi dan Sumber Daya Mineral (ESDM) periode ke-20, Ignasius Jonan bersama dengan Rida Mulyana, yang saat itu menjabat sebagai Direktur Jenderal Energi Baru Terbarukan dan Konservasi Energi (EBTKE), melakukan kunjungan ke lokasi rencana pembangunan Pembangkit Listrik Tenaga Arus Laut (PLTAL) yang terintegrasi dengan Jembatan Pancasila-Palmerah di Selat Larantuka, Flores Timur, Nusa Tenggara Timur (NTT), pada Sabtu, 31 Maret 2018.

Rencananya PLTAL Larantuka akan dibangun dibawah Jembatan Pancasila-Palmerah sepanjang kurang lebih 810 meter dan akan menghubungkan Pulau Adonara dan Pulau Flores. Mengenai kapan waktu mulai pembangunan jembatan ini, Jonan mengatakan, saat ini sedang dilakukan studi dan diharapkan finalisasinya akan dapat diselesaikan secepatnya sehingga dapat mulai bekerja.

Jika proyek PLTAL Larantuka di Jembatan Pancasila Palmerah ini terealisasi, maka akan menjadi  PLTAL pertama di Indonesia, bahkan menjadi  PLTAL terbesar di Asia Tenggara. Sementara teknologi yang menggantungkan turbin di badan jembatan untuk menghasilkan energi listrik merupakan proyek jembatan pertama di dunia  dengan double fungsi.

Teknologi yang digunakan adalah memasang turbin dengan digantung di badan jembatan dengan model seperti “laci meja” yang untuk pemeliharannya bisa dimasukkan dan di keluarkan dari bawah kolong jembatan.

Panjang jembatan adalah 800 meter terdiri dari 250 meter arah Larantuka dan 150 meter arah Adonara adalah Jembatan Sipil (civil Bridge) sedangkan 400 meter di tengah-tengah jembatan adalah Jembatan Tidal (Tidal Bridge) dimana di segmen 400 meter ini lah, turbin akan digantungkan untuk menghasilkan energi listrik.

Tidal Bridge mengasumsikan dengan kecepatan arus laut Selat Larantuka rata-rata 3,5 m/s, kapasitas terpasang tiap turbin adalah sebesar 16 MW dengan energi yang dibangkitkan secara efektif sebesar 6 MW. Dengan asumsi pemasangan 5 turbin, maka energi terbangkitkan rata-rata sebesar 30 MW.

Tidak Merusak Biota Laut

Direktur Utama PT. Tidal Bridge Indonesia, Latief Gau, mengatakan, turbin PLTAL yang dipasang di Jembatan Pancasila Palmerah merupakan jenis turbin yang ramah lingkungan. Latief Gau menjelaskan turbin itu nantinya tidak akan merusak biota laut, termasuk ikan-ikan yang hidup di selat tersebut. 

Turbin yang akan dipasang di Jembatan Pancasila Palmerah Larantuka nantinya adalah Screw Turbin. Turbin ini adalah pilihan turbin yang ramah lingkungan dengan diameter sekitar 8 meter sehingga  memenuhi standar green peace.

Keberadaan turbin ini tidak mengganggu atau merusak biota laut termasuk ikan- ikan yang ada  di selat tersebut. Teknologi arus laut ini adalah teknologi yang sudah proven sistem atau sudah digunakan di beberapa negara sejak abad 12 di Belanda ,di United  Kingdom, Perancis , Portugal dan Korea.

PLTAL Larantuka di Jembatan Pancasila Palmerah juga merupakan salah satu Proyek Strategis Nasional (PSN ) yang mendukung program Presiden Jokowi dalam rangka  Indonesia memasuki transisi energi dari energi fosil ke energi baru terbarukan. 

Makin Tahu Indonesia akan memiliki jembatan penghubung antara Adonara dan Larantuka sekaligus PLTAL terbesar di Asia Tenggara.
