Transformasi kebijakan energi yang menyeluruh diperlukan untuk mencapai Net Zero Emission.Prinsip GEDSI, perlindungan lingkungan, dan partisipasi masyarakat menjadi kunci dalam proses ini.

Pada 13 September 2022, Presiden Joko Widodo menandatangani Peraturan Presiden (Perpres) Nomor 112 Tahun 2022 tentang Percepatan Pengembangan Energi Terbarukan untuk Penyediaan Tenaga Listrik Tenaga Uap. Peraturan ini ditujukan untuk memulai era pembangunan pembangkit listrik rendah emisi dan ramah lingkungan, sambil melarang pembangunan Pembangkit Listrik Tenaga Uap (PLTU) baru yang dapat mengganggu pembangkit-pembangkit yang sudah beroperasi. Namun, Perpres 112/2022 mengundang kritik tajam dari para pemerhati lingkungan sebab melihatnya sebagai kebijakan yang belum sepenuhnya mencerminkan keadilan lingkungan dan masih memberi prioritas pada kepentingan korporasi.

Kritik utama terhadap Perpres 112/2022 dan Rancangan Undang-Undang (RUU) Energi Baru dan Energi Terbarukan (RUU EBT) adalah bahwa mereka dianggap sebagai solusi palsu yang belum mengatasi isu-isu lingkungan yang telah merugikan masyarakat selama ini. Beberapa pihak bahkan menilai bahwa proses transisi energi ini telah dikooptasi oleh proposal-proposal yang tidak mengatasi inti permasalahan kerusakan lingkungan. Hal ini dianggap tidak adil bagi masyarakat. Muncul perbincangan tentang teknologi yang belum matang, bahkan isu nuklir dan produk turunan batu bara.

Fanny Tri Jambore dari Wahana Lingkungan Hidup Indonesia (WALHI) mengungkapkan keinginan agar masyarakat dapat terlibat secara langsung dalam proses transisi energi yang lebih demokratis, tanpa dorongan dari korporasi dan pemerintah. Artinya, masyarakat harus memiliki kekuasaan untuk memilih pembangkit listrik yang tidak hanya aman bagi kesehatan, tetapi juga ramah lingkungan.

Seiring dengan kritik tersebut, berbagai LSM yang tergabung dalam Koalisi Bersihkan Indonesia, yang diwakili oleh Ahmad Ashov Birry, menyampaikan beberapa prinsip yang harus diperhatikan oleh pemerintah dalam upaya mencapai transisi energi yang adil dan berkelanjutan.

Pemerintah diharapkan untuk memastikan bahwa seluruh informasi mengenai proses transisi energi dan alokasi pendanaan, termasuk jaringan energi baru dan terbarukan, didistribusikan secara transparan kepada seluruh pemangku kepentingan, terutama kepada masyarakat yang terdampak, seperti perempuan, anak-anak, penyandang disabilitas, dan masyarakat rentan. Prinsip akuntabilitas juga harus dijunjung tinggi, dan praktik-praktik korupsi, kolusi, nepotisme, serta kekerasan seksual harus mendapatkan penolakan mutlak.

Penghormatan dan Perlindungan Hak Asasi Manusia

Setiap solusi dalam transisi energi harus menghindari menciptakan masalah baru dan harus didasarkan pada prinsip-prinsip perlindungan hak asasi manusia, termasuk hak perempuan dan anak-anak. Perlindungan bagi para pembela hak asasi manusia dan upaya menjaga keberlanjutan lingkungan juga harus menjadi fokus dalam transisi energi.

Keadilan Ekologis

Kemitraan yang terjalin dalam transisi energi, baik antara pemerintah Indonesia dan pihak-pihak asing seperti negara-negara G7 atau lembaga keuangan internasional, harus didasarkan pada prinsip kesetaraan dan tidak boleh melepaskan tanggung jawab dalam menurunkan emisi karbon. Selain itu, prinsip tanggung jawab bersama dengan perbedaan-perbedaan harus diterapkan. Proses transisi energi harus memasukkan prasyarat yang memastikan bahwa perusahaan, termasuk Badan Usaha Milik Negara (BUMN), bertanggung jawab dalam pemulihan lingkungan dan sosial, dengan mempertimbangkan perspektif kesetaraan gender, disabilitas, dan inklusi sosial (GEDSI).

Keadilan Ekonomi

Transisi energi harus memastikan akses, keterjangkauan, ketersediaan, dan kepemilikan energi terbarukan dan sumber ekonomi lainnya bagi masyarakat, termasuk perempuan, anak-anak, dan kelompok minoritas yang rentan. Pemerintah juga harus menjamin keterjangkauan energi secara demokratis dan terdesentralisasi, serta menciptakan iklim ekonomi yang mendukung energi terbarukan yang adil dan berkelanjutan.

Pentingnya melihat isu-isu ini dari berbagai sudut pandang adalah bahwa Perpres 112/2022 menuai kritik karena dinilai tidak konsisten dengan upaya mencapai target Net Zero Emission pada 2060. Salah satu ketidaksesuaian yang menjadi sorotan adalah pasal 3 angka 4 dalam Perpres 112/2022, yang memberikan izin kepada PLTU untuk beroperasi hingga tahun 2050 di kawasan industri.
