The Role of Hydroelectric Power Plants in Developing Renewable Energy

Indonesia has a large renewable energy potential, such as hydropower, solar, geothermal and wind. However, the use of renewable energy potential is still very small. Based on data from the Ministry of Energy and Mineral Resources, in 2021 the total capacity of renewable energy generation was still 11,152 MW, while the total capacity of power plants in Indonesia reached 73,736 MW. The government plans to improve the renewable energy mix of 23% by 2025. Based on the business plan for the provision of national electricity (RUPTL) 2021-2030, to reach this level, additional renewable energy power capacity needed is 10,640 MW.

The potential for the development of renewable energy in Indonesia is still very large, so the government continues to boost the installment of renewable energy power plants, one of which is by installing an hydroelectric power plant that has the potential to reach 95 gw. At present, PT Arkora Hydro’s energy company has built 2 hydroelectric power plants in West Java and Central Sulawesi with electricity produced by 17.4 MW. Besides two hydroelectric power plants that have been built in West Java and Central Sulawesi, PT Arkora Hydro also targets to build 11 other hydroelectric power plants with a total capacity of 140.5 megawatts (MW).

The hydroelectric power plant is the biggest energy support for renewable energy generation. In 2021, a combination of hydroelectric power plants reached 6,601.9 MW. In fact, based on the 2017 National Energy General Plan, the potential of the hydroelectric power plants reached 94,476 MW. With the current capacity, the potential of the power plant that is recently utilized is 6.99%. Despite the potential of the hydropower which is used is still small, the donation of the hydropower on the total capacity of the renewable energy generator is quite large. Based on data from the Ministry of Energy and Mineral Resources in 2021, the hydroelectric power plants contribution in renewable energy reached 59%.

Hydroelectric power plants can also be relied upon as a generator that can replace the role of coal-based steam power plants in the future. This is because, the price of electricity originating from the hydroelectric power plants has now fallen and competitive. PLN Managing Director Darmawan Prasodjo revealed, the selling price of the PLTA electricity is currently in the range of Rp943-945 per kWh (below the principal cost of the 2020 national generation of Rp. 1027 per kWh). PT PLN (Persero) also contributed to providing support related to the government’s efforts to reach the renewable energy mix target of 23% by 2025. The support provided is by building an environmentally friendly plan to absorb the electricity produced by the renewable energy generator.

In its construction, hydropower generation requires a considerable cost. However, after operating, the production is cheaper than steam power plants because it does not use coal which is fluctuating. Hydroelectric power plants also have reliable capabilities in terms of supply and utilities.

Hydroelectric power plants has longer durability, so it can be used as a substitute for steam power plants. Hydropower is a truly Zero emission plant because it does not require backup other energy sources from fossils, so the level of carbon emissions produced is very low. This can be used as an effort to achieve the government’s target which launches the Net Zero Emission (Net Zero Emission) target in 2060. The energy sector, including electricity, is the main contributor to the reduction in carbon emissions.
