The Ministry of Public Works and Public Housing has completed the revitalization of three final waste processing sites in East Java. The three final processing sites are Supit Urang in Malang City, Jabon in Sidoarjo Regency, and Sekoto in Kediri Regency. The development of the final waste processing site activity uses a sanitary landfill system or a waste destruction system to minimize the impact of pollution, both water, soil, and air.

The construction of municipal/district-scale waste processing infrastructure with a sanitary landfill system is considered effective for the volume of waste that is not too large in the city in minimizing pollution caused by waste.

The Minister of Public Works and Public Housing said that the handling of the waste problem in East Java can be done through two aspects, namely structural by building solid waste infrastructure and non-structural such as encouraging clean living behavior. The development of the final processing site of Supit Urang sanitary landfill system has been carried out since July 2018 and will be completed in 2020. This final processing site has a capacity of 953,340 m3 to serve 707,015 people of Malang City household waste, equivalent to 400 tons per day. The Ministry of Public Works and Public Housing explained that the waste management of the sanitary landfill system at the final processing site of Supit Urang begins with weighing waste and sorting organic, inorganic and residual waste.

Organic waste is processed through a composting facility with a maximum load of 15 tons per day. Inorganic waste will be sorted manually in a sorting area with a capacity of 35 tons per day. Meanwhile, residual waste will be compacted, stored in landfills, and filled with soil when the load reaches the maximum limit.

Landfill is a 5 ha sunken land covered with waterproof layers and has a service life of 5-7 years. Its function is to prevent waste water from rain from seeping into the ground. Waste water or leachate will be channeled through pipes planted in landfills to special treatment. Furthermore, the leachate from the landfill is accommodated in the storage pond, then processed in the leachate pond sequentially. After going through a series of processes, the processed water is in accordance with the quality standards so that it is more suitable to be channeled to the receiving water body.

Furthermore, the final processing site of Jabon Garbage in Sidoarjo will also be completed in 2020 by utilizing an area of 18.8 hectares (ha) to build a sanitary landfill system for waste processing. Since 2018, final processing site of Jabon has started the construction of a 5.89 ha sanitary landfill with a capacity of 1,650,000 m3.

Similar to the final processing site of Supit Urang in Malang, the final processing site of Jabon was built with the Emission Reduction in Cities–Solid Waste Management (ERIC-SWM) program capable of accommodating about 900 thousand people of Sidoarjo household waste or the equivalent of 450 tons per day.

The management system uses a sorting technique with a capacity of 35 tons/day, composting with a capacity of 15 tons/day, and a waste treatment plant (IPL) with a capacity of 300 m3/day with a service life of 5-7 years.

The last, the final processing site of Sekoto has been completed in 2021. This final processing site service has been started since 1985 covering 9 sub-districts in Kediri Regency. The financing for the final processing site of Sekoto is funded through the 2020/2021 State Budget Multi Years Contract (MYC) scheme of Rp. 31 billion. The presence of the final processing site of Sekoto has a positive impact on the surrounding environment, including the reduction of pungent odors and the river that was once polluted is relatively cleaner. Planning for the construction of a new landfill has begun in 2018 and will begin in 2020 based on a landfill control system equipped with an IPL with an area of 4 hectares.
